Prolific Offenders

What is it?

A Government Programme announced in November 2004. It is acknowledged that a relatively small amount of offenders are responsible for a disproportionate amount of crime. The strategy is a joined up approach to select those offenders whom cause most harm to the community with all partners focussing on the same group of offenders.

The three strands of the strategy are:

Catch and Convict
Actively targeting those who are already prolific offenders by using a multi agency process for identifying these individuals.

Rehabilitate and Resettle
Working with identified prolific offenders to stop their re-offending by offering a range of supportive interventions, such as the One Community Scheme. Offenders will be offered the opportunity for rehabilitation or face a very swift return to the courts.

Prevent and Deter
To stop people, overwhelmingly young people, entering the pool of prolific offending. Reduce re-offending, identifying those children and young people most at risk of problematic offending and drawing on support from mainstream services to support these young people in resisting criminality.
