One Community Project

Launched in April 2003, the One Community programme was initially a partnership between Humberside Police, National Probation Service and North Lincolnshire Council. It's aims were to reduce domestic burglary in North Lincolnshire by the intensive supervision and monitoring of prolific offenders and by providing a system of improved security (target hardening) aimed at all burglary victims and potential victims.

The partnership has since been extended to include a number of other agencies and organisations including:

  • The Primary Care Trust
  • Social Services
  • Local Authority Housing
  • The Domestic Violence Project Team
  • Surestart
  • Help The Aged
  • HANWAG
  • Humberside Fire and Rescue Service
  • ROSPA
  • Victim Support

Target Hardening

In addition to the target hardening of potential victim's homes, the project's work has now extended to include.

  • Target hardening of potential victim's homes (through referrals from a variety of sources)
  • Target Hardening homes inn Serious Domestic Violence cases
  • Issuing crime reduction advice and equipment to vulnerable older adults in relation to bogus callers
  • Raising awareness of other Safer Neighbourhood Partnership crime reduction interventions
  • The training of young people in joinery and other skills as part of a structured NVQ programme
  • Installation of security equipment in support of a Partnership Antisocial Behaviour Project Team

Since the commencement of the Programme, there have been more than 2400 referrals, of which 1725 dwellings have been target hardened. This is a vast increase on it's original target of 1000 dwellings per year for the duration of the project.

Work With Prolific Offenders

The Prolific Offenders Unit, now part of Prolific Offenders, consists of 1 Police Officer, 1 Probation Officer and 1 Probation Services Officer. Since the commencement of the Programme, the unit have supervised 39 offenders.

Interventions that have been used include:

  • Referrals for drug/alcohol treatment through GP surgery or the drugs treatment centre
  • Employment, education and training through R.P.S. Rainer foundation
  • Education and life skills training
  • Housing through Local Authority, Housing Associations and Humbercare
  • Welfare/Benefits assistance
